R-13 vs R-15 Insulation: Which Should You Specify?

R-13 vs R-15 insulation — what's the difference, when to use each, and which is required by code. A contractor's guide by Prestige Insulation.

Both R-13 and R-15 are designed for 2×4 wall cavities. Both are fiberglass batts. But they're not interchangeable — and specifying the wrong one can fail a code inspection in climate zone 4 and above. Here's how to choose.

The basic difference

R-13 is a standard-density fiberglass batt. R-15 is high-density (HD) — engineered to compress more fiberglass into the same cavity depth, achieving higher thermal resistance without changing the wall assembly.

What the energy code says

Under IECC 2021 (and most local adoptions), exterior walls require:

  • Zones 1–3 (Florida, Texas, the Gulf Coast, Southern California): R-13 cavity is the minimum for 2×4 framing.
  • Zones 4–8 (most of the country above the Mason-Dixon line, plus mountain West): R-15 cavity or R-13 + R-3.75 continuous is required. In practice, most contractors in zone 4+ use R-15 HD because adding continuous insulation adds cost and complexity.

If you're building in Virginia, Maryland, the Carolinas, Colorado, or anywhere in the Midwest or Northeast, R-13 alone does not meet current code for 2×4 exterior walls. Use R-15.

STC and sound performance

R-15 HD also performs better for sound attenuation. The higher density absorbs more sound energy per inch — important for party walls, hotel rooms, and multifamily construction where STC ratings matter. For interior partitions where sound is the primary goal and thermal isn't an issue, R-15 HD is worth the small upcharge even where code permits R-13.

Cost difference

R-15 HD carries a modest premium over R-13 — typically 10–15% per bag at wholesale. Given that the installed cost difference is small relative to the performance gain and code compliance, most contractors in zone 4+ simply spec R-15 on all exterior walls and move on.

Which to order

  • Zone 1–3, warm climates: R-13 satisfies code. Fine for exterior walls.
  • Zone 4–8, most of the U.S.: Spec R-15 HD for 2×4 exterior walls. Don't risk a failed inspection.
  • Interior partitions, all zones: R-11 or R-13 unfaced is standard. R-15 HD is worth it if STC is a priority.
